Francesco Celani key speaker at Italian Senate meeting about LENR

am .

The successful meeting was conducted in order to inform decision makers considering a proposal by Sen Scilipoti Isgrò for proper state funding for both earthquake and LENR research before the end of February 2016. The aim would be to have a program similar to project ImPACT that is operating now in Japan.

The meeting was held on Nov. 24, 2015 at the Higher House of Italy (Senate) in Roma, on "Very Innovative Research" (Ricerche di frontiera).

The meeting had two main topics: Earthquake forecasting and LENR. and Francesco Celani spoke for over 40 minutes.

A) Transmutation project of Iwamura

First public presentation, after Congress ICCF-18 (2013), where they showed that the rate of transmutation by electrolytic methods is about a thousand times faster than previous gas based approach. (Presentation to the prestigious MIT in Cambridge-Boston (USA))

B) ImPACT project in Japan

Introduction of project ImPACT, from a purely scientific point of view and limited organizational, given by Iwamura Conference at ICCF-19 (Padua, 13 to 18 April 2015).

C) LOS methodology

Unquestionably imagine that which you said. Your favorite reason seemed to be on the web the
easiest factor to keep in mind of. I say to you, I certainly get irked
while people think about issues that they plainly do not recognise about.
You controlled to hit the nail upon the highest and also outlined out the entire thing without
having side effect , other people can take a signal.
Will proably be again to get more. Thanks

Hi there would you mind letting me know which hosting company you're using?
I've loaded your blog in 3 completely different internet
browsers and I must say this blog loads a lot faster the most.
Can you recommend a good web hosting provider at a reasonable price?
Cheers, I appreciate it!

Hey there! This is my first visit to your blog!
We are a collection of volunteers and starting a new project in a community in the same niche.

Your blog provided us valuable information to work on. You have done a wonderful job!

Hi, I think your site might be having browser compatibility
issues. When I look at your blog site in Opera, it looks fine but when opening in Internet Explorer,
it has some overlapping. I just wanted to give you a quick heads up!
Other then that, awesome blog!

@Charlie

All key information to our work and direct collaborations is posted here on QH first or at the same time. Partial information is posted to FB and other potentially interesting/rel ated material and events that are also likely covered elsewhere.

I do not have a FB account - too time consuming and depressing, however you should still be able to see the the posts there as the page is public. I notice it does have an annoying overlay - but at least this will tell the other half that you have not signed up!

@robert Greenyer what's up with posting everything on Facebook instead of the website I can not follow anything anymore because the Facebook screen has a log in or sign up screen that scrolls up if you try to scroll down to read it. I know I should just sign up but donot feel like hearing from the other half "why do you need to be on face book who are you trying to find" you know what I mean?

@All: sort of off-topic, but this rings some bells. Axil might be interested too:

(...) "Plasmonic particles are magnets for light," said Ringe, who worked on the project with colleagues in the U.S., the United Kingdom and Germany. "They couple with light and create big electric fields that can drive chemical processes. By combining these electric fields with a catalytic surface, we could further push chemical reactions. That's why we're studying how palladium and gold can be incorporated together."
Quote:
(...) "If you simply mix gold and palladium, you may end up with a bad plasmonic material and a pretty bad catalyst, because palladium does not attract light like gold does," Ringe said. "But our particles have gold cores with palladium at the tips, so they retain their plasmonic properties and the surfaces are catalytic." (...)
Quote:
(...) “If you shine a light on these nanoparticles, it creates strong electric fields. Those fields enhance the catalysis, but they also report on the catalysis and the molecules present at the surface of the particles,” (...)

Iwamura's presentation although not new is interesting in that it restates the importance of having a hydrogen flux through multiple alternating nanometric LENR-active layers. Apparently if the CaO (an alkaline earth oxide) layers are replaced with a different oxide having a higher work function (1), transmutation effects are not observed anymore (2). This was also noted by Celani in his ICCF19 paper (3) and it's also one of the reasons why in the previous GS5 blog post here on quantumheat (4) I suggested partially oxidizing the Ni powder and the steel capsuled in a Rossi/Parkhomov replication using mainly lithium: it would help forming potentially useful Lithium oxide compounds. Alkali metal oxides generally have a lower work function than their metallic counterparts.

The inherently alternating, nanoporous structure of iron/potassium oxide catalysts as used by Leif Holmlid apparently has all the properties needed for a good LENR material. As I have noted in the GS5 blog post, lithium corrosion of stainless steel surface leaves over time a pitted, porous layer composed mostly of magnetic Fe on the affected surface; perhaps with some luck it's able to form nanostructures similar to those catalysts, and this is one of the main reasons why I suggested using significant amounts of Li in the initial powder charge.
